The sudden encounter with luck that might have opened the sluice gate of fortune was another kind of economic affluence that a few lucky men were bestowed with. As the wealth was getting momentum as a determinant of social status, physical strength was losing its previous valor. However, often they operated simultaneously and became synonymous with social status; monarchism and feudalism might be considered as the two most important form of such simultaneous operation of wealth and power.The aforementioned discussion might seem irrelevant considering the nature of this paper and the topic it has advanced to address but it has deep inherent meaning.

A careful consideration of the above statement of facts reveals that from the very first anthropocentric activities that took place on the earth, human being (a social animal) was divided by two distinct classes the haves and the have nots. Irrespective of the determining factors this distinction existed. With course of time the society moved from its primitive state into a more complex nature and with growing complexity this distinction became more and more prominent. Finally, the society managed to recognize these two classes as rich and poor.

However, in later periods such class distinction felt too narrow to be restricted within and elaborated into Rich, Upper Middle Class, Lower Middle Class, Poor and the Poorest of the Poor. Just as in the primitive times the physical strength and experience determined the future course of action that was to be followed and the rights and realms of other individuals; in modern times the richer section took the onus of determining the same for the other backward classes (of course in terms of wealth and power).

It is worth considering that the physical power as it took a voyage through the historical pathways; transformed into more advanced versions like political power, power groups, similar interest clusters etc. Both power groups and similar interest clusters were formed to increase the collective bargaining power that often determined the course of politics and thereby policy formation, its implementation and institutionalization. While determining the rights of the other classes, their prime objective was to secure their own vested interest with little or almost no adherence to the actual rights every human being is gifted with from their first breath on earth.

The policy makers and those who will implement those policies were all part of the minor economically affluent section of the society and that eased up the process with little or almost no hindrance. Even if a voice is raised against such bias, either it got suppressed as it fell alone or was suppressed with sheer brutality
