Several strategies were set up early in the twenty-first century whose success warranted rethinking leading to a number of questions (Burhenne, and Nicholas 1995). These questions asked whether the creation of polygonal safety regimes, though necessary, were sufficient to tame oil and gas problems globally. Moreover, it also questioned whether tide shifts were experienced from the normal mega-conference international relations coupled with multifaceted oil and gas agreements. This was towards the implementation of local initiatives focusing on environmental care and regulation.

In situations where such considerations are deficient, is it time for a change in the international strategies that aspire to improve the prospectus for the performance of more successful management of oil and gas at the local level? In the current world, these thoughts are seen to remain reflections that are more political than legal facts, hence more theoretical cogitation than actual doings.In the course of the past half a decade, management, protection and conservation of gas and oil through the aid of international strategies were imposed by the proliferation of multilateral regimes.

These regimes exist described specifically and decisively enacted through interstate consultations and adoption. When complex transnational trouble uproots, governments aid in the confrontation of these issues that cannot be dealt with by small states or state groups. As a result, it necessitates a network of international obligations. International associations, fashioned in the form of legal obligations, produce sets of policies and standards which aim to produce the required outcomes or circumstances that individual governments find it difficult to attain individually.

  These regimes that are not limited by borders highlight the ways and means in which participants, usually in the form of states, must conduct themselves. In brief, an international regime highlights mutually independent sets of principles, rules, values, norms, and policy-adapting ways that the administrations of states come and mutually agree upon to abide by.
